Work through Unions and Regions to improve their capability to deliver growth. Adopt a differentiated approach that services all whilst also prioritizing those with most potential.

Create a development framework that details the provision of service at all levels of the game.
Relaunch Get into Rugby to assist unions in the growth participation through effective recruitment and retention of players, coaches and other support staff.
Review Impact Beyond programme to enable it to fully align and contribute to strategic priorities.
Accelerating Women's Participation
Accelerate the Global development of women in rugby. Work with unions and regions to maximize the strategic growth opportunities.
Focus on developing sustainable participation initiatives and driving diversity in rugby leadership roles.
Infrastructure & Partnerships
Align to major markets policy to create a clearer fit for purpose delivery model that contributes to sustainable growth in identified markets.
Support regions and unions to grow and develop their infrastructure needs, specifically around organisational, commercial and physical infrastructure.
Identify strategically aligned partnerships with organisations capable of supporting the delivery of World Rugby objectives.
Understanding, Adapting and Informing
Support investigation and research in all areas related to growth and participation.
Promote the community game positively ensuring the development has greater global exposure.
